ISRA Council of Scholars — Formal Approval

On 3 November 2016, the ISRA Council of Scholars reviewed and approved Awqaf New Zealand's cash-waqf sukuk structure — built on temporary and permanent cash waqf. The approval was signed by nine of the world's leading Shariah scholars.

Kuwait Awqaf Public Foundation (KAPF) — Founding International Partner

The General Secretariat of Awqaf — Kuwait Awqaf Public Foundation (KAPF) is the government body designated the “Coordinating State for the Islamic world's waqf efforts” by the 6th Conference of Ministers of Awqaf (Jakarta, 1997). KAPF has supported Awqaf New Zealand from day one, and was the first international Awqaf body to invite us to its events and forums.

In 2013, the KAPF Secretary General personally congratulated Awqaf NZ on winning the Islamic Economy Award — the beginning of a partnership now advancing toward the 12th Waqf Fiqh Issues Forum.

Awqaf New Zealand regards itself as an extension of the efforts of the General Secretariat of Awqaf (KAPF) and its pioneering global mission in the service of waqf.

Awqaf & Minors Affairs Foundation (AMAF), Dubai — Salma Aid

In October 2011, Awqaf New Zealand signed a Memorandum of Understanding with Dubai’s Awqaf & Minors Affairs Foundation (AMAF), Government of Dubai. Awqaf NZ has learned a great deal from AMAF and benefited greatly from working together across several initiatives — foremost among them the internationally recognised Salma humanitarian relief programme — an initiative Awqaf New Zealand was proud to help catalyse with the Government of Dubai — launched by HH Sheikh Mohammed bin Rashid Al Maktoum, which delivers ready-to-eat, long-life, 100% halal meals (sourced from New Zealand) to victims of wars and disasters worldwide.

This formative collaboration continues to shape Awqaf New Zealand’s relief work and our Zero-Waste Qurbani model, which draws directly on the Salma approach. We record here our sincere gratitude for AMAF’s guidance and support.

Scholarly Validation & Regulatory Alignment

Awqaf New Zealand operates under validated jurisprudential adaptations reviewed by the highest international authorities in Islamic finance and contemporary waqf codification.

Resolution 140 (2004) affirmed that cash waqf is permissible in Shariah and permitted waqf of money for benevolent lending (Qard Hasan) and investment — a design pillar of the Smart Waqf Fund.

Resolution 181 (2009) expressly affirmed the principle of temporary (time-bound) waqf — the primary jurisprudential foundation for Awqaf New Zealand's model.
